The Bureau of Meteorology has issued a warning for the Wimmera, Northern Country, North Central and North East forecast districts.
Temperatures down to -1 degrees are forecast for Thursday morning in parts of each district.
But the bureau cautioned temperatures at ground level could be many degrees lower than those recorded by standard weather stations, especially in calm conditions with very clear skies.
Bendigo was predicted to reach a low of 1 degree on Thursday, at the time of writing, and a top of 17 degrees.
A minimum temperature of -2 degrees was forecast for other parts of the Northern Country forecast district, including Redesdale, warming up to a maximum of 16 degrees.
In the North Central forecast district, a freezing start to the morning was predicted for both Maryborough and Castlemaine.
Both are expected to record minimums of zero degrees, and maximums of 16 and 15 degrees respectively.
Areas of frost are expected about the ranges near Kyneton in the early morning, with temperatures ranging from 1 – 13 degrees.
