The Borough squad looked confident as coach Josh Bowe put it through a sharp session at the QEO on Tuesday night, but Neaves wasn't on the track.
The athletic big man suffered an elbow injury in the second semi-final win over Strathfieldsaye 10 days ago.
The Hawks are confident that Neaves will take his place in the grand final side, but if he doesn't play, the ruck duties will be shared by key forwards Cam McGlashan and Shaun Knott.
Bowe and his selectors would then likely choose between defender Dylan Hanley or small forward Justin Batseson to replace Neaves.
Hanley has grand final experience, having played in last year’s grand final loss to the Storm.
He played 10 seniors games this season before getting injured in late July.
He’s played three reserves games since regaining full fitness.
Bateson kicked 10 goals in 10 senior games this year. He would give the Borough an extra speedy small forward to stretch the Storm’s defence.
While there's doubt surrounding Neaves' fitness, Riley McIvor trained strongly and is a certain starter for Saturday.
McIvor injured his calf in the third quarter of the second semi-final and didn't return to the field.
McIvor completed all drills on Tuesday night and will take his place inside forward 50 on Saturday.
Eaglehawk's final training session will be on Thursday night in front of what is expected to be a large Canterbury Park crowd.
