The Labor leader has also wasted no time in labelling new Prime Minister Scott Morrison as "the architect, the author and the creator" of bad policies.

In colourful scenes at a suburban Melbourne marketplace on Saturday, Mr Shorten greeted locals, posed for photos and tasted an excited grocer's pear, calling it "stunning".

A butcher shouted "onya Bill!" as Mr Shorten toured the bustling St Albans Market with his wife Chloe, who bought some cannellini beans and salami.

Then it was down to politics and the opposition leader described the past week in Canberra as one of the most "farcical" in Australia's history.

Mr Shorten said changing the leader from Malcolm Turnbull to Mr Morrison changed nothing.

"It's a different leader, but it's the same chaos and division," he said.

"There's that old saying which has stood the test of time: shifting deck chairs on the Titanic.

"I think we've had a pretty good example of that this week."

Mr Shorten said a lot of Australians would've preferred former deputy prime minister Julie Bishop as leader.

"But the people have been ignored," he said.

"The powerbrokers of the Liberal Party have ignored the people's wishes on Mr Turnbull and they've ignored the people's wishes on Julie Bishop."

Mr Shorten did spare a few words to point out the now-deposed Mr Turnbull's commitment to the country.

"For all the fierce words of disagreement, I do not doubt for one second that Mr Turnbull was a loyal servant of Australia," he said.

"I also want to recognise the role that Lucy, his wife, plays in his life, and indeed they are a formidable partnership."

But he went on to say that Mr Morrison, who was treasurer for three years, had overseen some controversial coalition policies.

"He's the architect, the author and the creator of the budgets which have seen corporate tax cuts proposed for the big end of town," Mr Shorten said.

"We've got a situation right now in Australia where everything's going up except people's wages and that's Mr Morrison's fault."

Meanwhile on Saturday shadow treasurer Chris Bowen fronted reporters in Sydney to demand a policy reset from the government in the form of a federal election.

He blasted reports the government is considering releasing a 'mini-budget' later this year as an insufficient policy reset.

"The Australian people look at this government and say a mini-budget won't fix it, an election will," Mr Bowen said.

"An election will give the Australian people the chance to throw this mob out once and for all."

Labor is also calling on the government to release the details of its coalition agreement with the National Party, kept secret for decades.
