Leading Senior Constable Andrew Pritchard said the three-vehicle incident began when a vehicle travelling north on High Street and another travelling east on Don Street collided.
He said one of these vehicles then crashed into another vehicle waiting at the traffic lights.
A 61-year-old man is assisting police with their enquiries.
The crash also involved a 41-year-old man, and a woman with an infant.
The woman and infant were taken to hospital for a check-up, but Leading Senior Constable Pritchard said there was no indication any significant injuries had been suffered.
The crash caused a blackout of the traffic lights at the intersection, the result of one of the vehicles running into the signal box.
Leading Senior Constable Pritchard said Powercor and VicRoads were working to establish a generator to return power to the lights, and police would remain on scene directing traffic until that time.
EARLIER: HIGH Street is blocked between Vine and Myrtle streets following a crash involving multiple cars on Monday morning.
At least three vehicles are involved.
Police, Country Fire Authority crews and paramedics are on scene.
The crash occurred at the intersection of High and Myrtle streets, with the traffic lights out at that intersection.
Police are diverting traffic onto Don, Myrtle and Vine streets.
