The man exposed himself before committing an indecent act in front of the woman, after sitting next to her between Regents Park and Birrong Railway stations about 2.30pm on March 15, police say.
The woman ran away from the man and left the train at Birrong, where she alerted station staff.
Police have described the man as a Pacific-Islander, in his mid-30s, with a medium build, short dark hair and about 170cm tall.
Image stills show him wearing a hi-vis yellow top, dark cargo shorts, work boots, and carrying a backpack at the time of the offence.
