Police came across the 22-year-old doing burnouts at the intersection of Lyons and Napier streets about 4am.
Acting Sergeant Ian Randall said the man’s car was impounded for 28 days and he would be charged on summons with careless driving, improper use of a motor vehicle and refusing a preliminary breath test.
“Behavior like that on roads will not be tolerated,” he said.
“He will be prosecuted to the fullest extent of the law.”
