Severe frosts are expected with temperatures down to -4 degrees in the North East district and -2 degrees in the Northern Country and East Gippsland districts.
Frosts can cause significant crop damage with BOM saying temperatures at ground level can be many degrees lower than those recorded by standard weather stations, especially in calm conditions with very clear skies.
Bendigo is expected to reach a high of 15 degrees on Wednesday and Thursday with lows of 2 degrees on Tuesday night.
Castlemaine is forecast to reach a low of -1 degrees on Wednesday night while Kyneton will hit a low of -2 degrees.
Cold weather has been a feature in central Victoria with snow falling in the Macedon Ranges last weekend.
