Officers spotted the man “tagging” a temporary fence with graffiti outside Bendigo TAFE about 10.30pm.
He was arrested and taken back to the Bendigo police station, where he was interviewed and later released.
Sergeant Steve Cunningham said a 19-year-old male from Quarry Hill would be charged on summons with willful damage.
KANGAROO FLAT: Emergency services were called to Kangaroo Flat yesterday evening after a two-car crash in High Street.
The collision happened just before 7pm when a Mitsubishi dual-cab utility pulled into the turning lane waiting to turn right into Station Street.
Police said a Peugeot hatch travelling in the lane beside the utility didn’t see the trailer it was towing and collided with the rear.
One of the drivers was taken to Bendigo Health while the remaining three occupants were unhurt.
The driver of the Peugeot was issued a penalty notice.
BENDIGO: Bendigo police have released images of four people they believe can assist them with inquiries into an incident.
Police said the “obtain property by deception” incident happened on December 18 last year at both JB Hi-Fi and Free Choice Tobacco in Bendigo.

SWAN HILL: Police are calling for help from the public to locate 29-year-old Lucas Shane Roberts.
Roberts has numerous outstanding warrants for his arrest and is known to frequent the Swan Hill, Lake Boga, Kerang and Cohuna areas.
