The Harcourt Mountain Bike Park will be located on a former pine plantation within Mount Alexander Regional Park and will include 34 kilometres of dedicated trails.
It is believed the project will put $9.8 million into the local economy within five years of completion, create 58 jobs and attract 100,000 visitors each year.
The park will be built to International Mountain Biking Association standards.
Mandatory environmental, cultural and heritage assessments are being carried out before any design or construction work gets under way.
