Senior Constable Bill Edwards said police were called to the hotel on Mitchell Street at about 9.30pm to find the men stealing copper from the vacant building.
"They had forced entry through the back doors and were located upstairs," he said.
Senior Constable Edwards said police were alerted to the crime by an observant member of the public.
"A passer-by saw them getting out of their car with tools and thought it was a bit suss at that time of night," he said.
The pair, a 47-year-old Bendigo man and a 52-year-old Melbourne man were charged and bailed to appear in the Bendigo Magistrates Court in December.
