Mildren, who hasn’t played since August 18 because of a broken arm, only trained lightly last night.
“In the end we decided not to go with Sam,’’ Storm coach Darryl Wilson said last night.
“If we get through to the grand final I can guarantee he will play in that game.”
The Storm will finalise their squad tomorrow.
Clint Whitsed returns from a hamstring strain, while Ryan Eastman, Caillum Brady and Leighton Dullard are vying for the place of Jake Heavyside (wrist).
Gisborne made three changes to the side which lost the second semi-final.
David Antonowicz and Clay Illman bolster the forward line, while Michael Steinbach has been recalled for just his fourth senior game of the season.
Ben Watt, Aaron Headberry and Michael Thornton were the three players dropped.
