About half of the 270 people who responded to a community survey about a draft plan released in September said it did not meet their expectations.
But the plan's author, Mark Stubbs, said a breakdown of the survey indicated most negative responses were triggered by specific concerns. He said the revised plan addressed many of the issues highlighted.
Camp Hill Primary School principal Leonie Roberts, who raised concerns about the draft plan, said she was happy with modifications made by council.
She was originally concerned the redevelopment would block her school drop-off point and reduce parking at the Queen Elizabeth Oval.
But on Tuesday said she was happy the new plan allowed for a clear line of sight from the QEO car park to the school grounds and prioritised a drop-off point.
"It's been a positive journey to be on and we see many stakeholders views have been taken into consideration," she said.
"The plan has wonderful additions not only for our students but all park users in Bendigo."
Bendigo Bowls Club president Donald Bennet said the club was largely in favour of the plan but did have an issue with the proposal to demolish the former Ladies Pavilion, which the club leases out to a dance school.
"That's our building, there's no need to knock it down," he said.
"It it goes down the council will have to recompense us."
He said the club thought the precinct should remain divided into three precincts - the park, the sports area and the arts precinct - rather than all being termed "Rosalind Park".
"They've got this preconceived idea everything has to be trees and floral," he said.
The report notes that parking at Rosalind Park remains a divisive issue - both within council and among the wider Bendigo community.
The revised plan puts forward the idea of a multi-storey car park on Water Street and an underground car park at the lawn tennis courts site.
