Sergeant Mick McCrann said the girl was the passenger in a vehicle driven by an unsupervised learner driver who was "hoon driving".
The car collided with another vehicle in Oswald Street, California Gully, before the driver fled the scene.
Police located the learner driver shortly afterwards and breath tested him.
More details to come.
