Phuc Ho Nguyen, 63, appeared at Bendigo Magistrates Court on Thursday via video link from Bendigo Police Station for a filing hearing.
Nguyen was arrested on Wednesday after police found a sophisticated cannabis "crop house" in Flora Hill.
He is charged with possessing cannabis, one count each of cultivating and trafficking a commercial quantity of a drug of dependence and stealing electricity from PowerCor.
The court heard Nguyen does not speak English and would need a Vietnamese interpreter to translate.
Nguyen was remanded in custody until his next court date in November. He did not apply for bail.
