The comments come after candidate for Bendigo East Greg Bickley endorsed a 10-year community campaign to have a zebra crossing and flashing lights installed in Elmore.
VicRoads regional director Mal Kersting said the government department would continue to investigate potential improvement projects, including pedestrian facilities in the wider Bendigo area.
Residents are concerned over the safety of the existing crossing and are circulating a petition calling for action.
In 2013, VicRoads said it was unlikely a crossing upgrade would be funded as it was not a high priority.
