Racing in the junior girls under-11 division, Bailey pedalled to second place in the 4km individual time trial at Wangaratta on Saturday.
The Bendigo and District Cycling Club member then backed up for the 8km road race on Sunday, finishing just two seconds behind the winner.
A large group of Bendigo juniors contested the road titles, with several other strong performances.
Isaac Buckell crossed the line fourth in the junior men under-17 road race, completing the 57km journey in the same time as the gold medallist and was unlucky not to make the podium.
Stuart Bailey finished with the leading bunch in the junior boys under-13 section, claiming 12th place overall.
And Ashley Egan was just six seconds off the pace in the junior men under-15 event.
Wangaratta also hosted round four of the masters time trial series and staged a para-cycling time trial event.
Bendigo rider Noel Sens was second in a field of nine in the para category.
