Haig from North Bendigo and Norris from Barkers Creek finished the eight-day duel in third and fourth placings.
After starting the year starring in the Tour Down Under and Jayco Herald-Sun Tour, Haig's success has kept on rolling.
He and Norris charged up the Tour de Korea leaderboard after being third and fourth in Saturday's second-last stage.
Rapha Condor's Hugh Carthy reigned supreme in Korea and finished 20 seconds ahead of Haig after the 1259th and final kilometre.
Norris was 30 seconds behind Carthy.
A superb run by Haig included being runner-up for the Young Rider award, and Norris was third in the King of the Mountain standings.
A young gun in the Avanti team, Haig will now head to Europe for racing with Australia's under-23 taem in the Jayco-AIS World Tour Academy.
Norris races with Drapac Porsche.
He and Haig are both monthly winners in the Bendigo Bank-backed Bendigo Advertiser-Prime 7 Sports Star of the Year award. Sports Star is celebrating its 50th year.
