Danny King said Epsom Primary School was unsafe and rundown.
He said he had written to the state government to express his concerns and he would be holding a parent meeting at the school this Tuesday to discuss the issue.
"The aim of our meeting is to bring attention to the lack of funding ... The (school) has been forgotten. It is in such a rundown state," he said.
"It's a case of the squeaky wheel making the grease."
Mr King said all that separated the children's playground to an adjacent bike path was a fence about half a metre tall.
He said there was inadequate parking and drop off zones and the portable classrooms were in need of an upgrade.
