Councillor Peter Cox hoped to put a rescission motion regarding the pool, which council have twice voted to close, to a council meeting.
But he said City of Greater Bendigo chief executive Craig Niemann had rejected the motion.
“I am very disappointed that the motion could not be debated at a council meeting,” Cr Cox said.
“There is a difference of opinion on the meaning of consultation, of meeting protocol, financial figures not being referenced and a contractor providing information voluntarily while at the same time being involved in a council tender.”
He said the recision motion was based on an apparent lack of consultation with the community, because a director spoke during the council meeting debate, and other issues.
Mr Niemann said he did not believe that the motion met any of the conditions needed for it to proceed to council.
“I fully appreciate that the decision to close the pool has generated a passionate reaction from some sections of our community,” he said.
“However, my responsibilities are clear in this regard.
"Based on the information contained in this notice of rescission, there is not sufficient justification to allow the rescission motion to proceed,” he said.
Earlier in the week, passionate supporters of the pool elected a committee to continue the fight and vowed to take their plight to the Victorian Civil and Administrative Tribunal (VCAT).
VCAT have advised the group they cannot hear their case, however Save Our Golden Square Pool group member Ken Hamilton said they had other avenues available to them including taking their fight to the Ombudsman.
