Police say a rubbish bin was lit at the corner of the Loddon Valley Highway and Sailors Gully Road about 3.30am.
A second bin fire was started about 4.25am in Simpsons Road.
Police believe The Star Cinema was broken into about the same time.
Witnesses are urged to phone Crime Stoppers on 1800 333 000.
