Police arrested the 44-year-old Bendigo man and the 25-year-old Epsom man on Tuesday, March 20.
A quantity of what was alleged to be a psychoactive substance and a quantity of cash believed to be related to the sale of psychoactive substances were seized from one of the men.
Police also searched a North Bendigo home in relation to the matter.
The two men are expected to be charged on summons to appear in court at a later date.
Under new laws introduced last year, an individual caught producing, selling, or promoting synthetic drugs faces up to two years in prison and/or a fine of over $38,000.
Acting Sergeant Michael Thompson from Bendigo police said psychoactive substances caused a lot of social issues in the Greater Bendigo area, which were leading to flow-on crimes.
He said the substances could also lead to issues with addiction.
