CCTV footage emerged in December of four male members pulling a 17-year-old female volunteer by the hair and dragging her to the ground, while other members watched on.
The CFA launched an investigation into the incident and it is in the process of finalising that, as well as potential penalties for those involved.
Victoria Police dropped an investigation into the incident and the young woman at the centre did not make a complaint.
But the CFA’s chief officer Steve Warrington and chief executive officer Frances Diver, as well as Emergency Services Minister James Merlino, condemned the behaviour captured on film as “appalling” and “unacceptable”.
Four members, including then-captain Hayden Allen, were suspended.
Mr Allen later resigned, and it is believed he did so because he held concerns about the handling of the investigation into the incident.
