Herbert shot rounds of 67 and 70 on the first two days to be four-under par for the tournament.
With half the field still to complete its second round, Herbert was in a tie for ninth, three shots off the lead.
The Singapore Open has attracted a quality field, with Sergio Garcis and Louis Oosthuizen inside the top 10 on the leaderboard during the second round.
The tournament provides Herbert with the opportunity to qualify for this year’s British Open.
The leading four players who finish in the top 12 and ties at the Singapore Open, who are not already exempt, will earn places in the British Open at Carnoustie from July 15 to 22.
