Former councillor Dave Petrusma has accepted the role and will be sworn in on Friday.
He was second on the recount, but former councillor Chris Cole – who won the recount – declined the position.
Mount Alexander Shire mayor Bronwen Machin said Cr Elect Petrusma’s previous experience on council would be a boost.
“Dave is passionate about the community and we are excited to have his local knowledge and expertise on Council,” she said.
“He also brings experience from his three year term as a Councillor in 2000, which will be so valuable.”
Tony Bell resigned from council after believing the council was undermined by council staff who displayed rainbow flags during the same-sex marriage debate.
Her replacement for the Tarrengower ward will be decided by postal vote in February.
