The rider of the mobility scooter – a 73-year-old man – was taken by ambulance to Bendigo Health with suspected back and head injuries.
Leading Senior Constable Peter Bullock said the man was heading west on the wrong side of Howard Street when the 63-year-old driver of a Honda Civic attempted to turn left from the shopping centre exit about 4.30pm on Monday.
He said the car was travelling at five kilometres per hour when it struck the scooter, causing it to tip over backwards and the man to hit the ground.
“She either struck the scooter, or it struck her,” Leading Senior Constable Bullock said.
“The driver of the car was not at fault.
“She has turned left and had no reason to look left because it was unlikely anything would be coming down the wrong side of the road.”
The east-bound side of Howard Street was closed as police cleared the scene.
The driver of the mobility scooter is likely to be charged with the improper use of a road.
