Torquay police Sergeant Frank Cernjavis said the shark was seen just after 8.20am.
"Some people on paddle boats off Point Danger in Torquay sighted a shark which came close to them," Sergeant Cernjavis said.
"It was approximately 10 to 12 feet (3 metres) in length."
He said on the left of Point Danger was Cosy Corner, frequented by families. Voss Beach, popular with surfers, was on the other side.
Sergeant Cernjavis said there were hundreds of people out on the beach on Saturday.
"We asked everyone we could to stay out of the water," he said. "Surf Life Victoria is doing a flyover just to make sure it is all clear.
"We haven't had any more sightings since."
