CFA firefighters were called to the property at the northern end of Hopetoun Street in central Bendigo at 11.44pm, finding the small structure already well-alight.
The blaze was brought under control in about 15 minutes.
Firefighters had to initiate decontamination procedures, due to the presence of cladding containing asbestos in the building.
It is understood the building was an office space.
A police guard remained in place at the property on Tuesday morning, awaiting the arrival of the arson chemist from Melbourne.
The CFA will also assist with an investigation into the fire.
Anyone with information or who might have seen anything potentially relevant is asked to contact Bendigo police on 5448 1300 or Crime Stoppers on 1800 333 000.
