Police and ambulance were called to the vacant block of land on Lockwood Road, opposite the Bendigo Special Development School, just before 4pm.
A 29-year-old Kangaroo Flat man suffered a badly broken ankle or foot and was taken to Bendigo Health.
Acting Sergeant Dale Andrews said the 125CC dirt bike was unregistered, the man was unlicensed and he had alcohol in his system.
He said inquiries were pending and the man was likely to be charged on summons.
