Investigators have been told the man was attempting to connect a trailer to a steam-powered traction engine when it ran over him.
Nobody else was injured during the incident and police are preparing a report for the coroner.
Ambulance Victoria spokesman Paul Bentley said paramedics were called to a report of a man hit by a tractor at about 11.55am.
The incident came after another man, believed to be aged in his 60s, was found deceased on a property in Romsey on Friday morning.
It is understood the man was herding sheep on the property on Thursday evening when the quad bike he was riding rolled.
A WorkSafe spokesman said investigators were still on scene on Friday afternoon and their investigation was ongoing.
