Collins, who played at the Dragons this year, takes over from 2016 premiership coach Wayne Primmer, who has stood down.
The Dragons will be Collins’ second coaching stint after he previously led Bridgewater to back-to-back premierships in the Loddon Valley league in 2014 and 2015, during which he had a 35-1 record.
Collins, who played 36 AFL games with Richmond (25) and Carlton (11), is following in the footsteps of his father, David, who previously coached Sandhurst, including to the 2004 premiership.
Collins is one of two new confirmed coaches in the BFNL for next year, with Clinton Young having been appointed to take over at Gisborne.
