The former Eredivisie player signed a one-year deal after a medical on Saturday.
George was born in Suriname, South America, a former Dutch colony from which so many famous players for The Netherlands have come.
He spent most of his childhood in Amsterdam before joining nearby Eredivisie club, FC Utrecht, in 2006.
George made 73 first team appearances and scored eight goals before moving to another top division club NEC, where he played 81 games and scored 11 goals during his three seasons there.
He has subsequently been playing in Azerbaijan and Turkey.
Melbourne Victory coach Kevin Muscat said: "Leroy's an impressive player with a strong pedigree, and one we're really happy to have secured.
"He's physically very strong, has good speed and can score goals, exactly the type of player we had been chasing.
"I'm really happy with how the squad is coming together, and Leroy's signing adds further depth to what I feel is a balanced and versatile, yet very strong, playing group."
