Bailey ran a time of 35.36 in the Viatek-backed 8km duel at Woodvale Recreation Reserve.
After starting from a middle mark in the field of 13, Bailey quickly pursued the four runners ahead of him.
He caught Mark Perdon, and overtook Richard and Rhonda Schultz before racing past Kane Ellis.
With less than 3km to go, Bailey looked set to win, however Kevin Shanahan, another veteran in the field, and backmarker Adam Parker fast approaching.
Bailey had energy to spare and ran on strongly to hold off the fast finishing duo and win the event.
The race victor’s persistence was rewarded in his first win in a BAC event since 2013.
In another great contest at Woodvale, Shanahan beat Parker by a narrow margin to be runner-up.
Harper-Lee Basten finally claimed a win in the junior 1km race running a time of 6:11 to hold off the Parker brothers, Baxter and Jack.
