Emergency services were called to a car fire at the intersection of Echuca-Mitiamo Road and Wharparilla Road at about 1.30am.
When police arrived they found the 25-year-old male driver and single occupant of the car deceased.
Investigators believe the vehicle may have run off the road and struck a large mound of dirt, catching on fire as a result.

Truck roll-over at Culgoa
A truck driver was taken to hospital with non-life threatening injuries after a truck rolled over at Culgoa last night.
Police and emergency services were called the scene about 70km south-west of Swan Hill at 8.45pm.
A B-Double truck carting oranges tipped on its side in the 80km/h zone on the Calder Highway at about 8.45pm.
Traffic was diverted around the crash site and restrictions remained in place for several hours.
The movement of south-bound traffic was not affected.
