It’s believed the 82-year-old Ardeer man launched his boat from boat ramp 2, off Sunset Drive, sometime after 6.30am on Thursday.
He left his car, a grey Hyundai i30 4-door hatch with boat trailer attached, to go fishing in Lake Eppalock.
The man’s body was found in water, close to shore at the same boat ramp, by returning fishermen about 12.20pm.
Investigators believe the man was returning from his fishing trip when he somehow ended up in the water.
The death is not being treated as suspicious and police will prepare a report for the coroner.
Investigators are trying to piece together the man’s final movements and would like to speak to anyone who saw the man at any time today.
He is described as Caucasian in appearance, about 175cm tall with a thin build and short grey hair.
The man was wearing a red and blue check flannelette shirt over a grey singlet, blue jeans, black gumboots and a pink waterski buoyancy vest.
His boat was a grey 3.1m Stacer tinnie with a 6hp Mercury outboard motor.
