Aj Inia scored twice for the Bees, who were pressed into action early after Bartels' goal in the 10th minute gave Bendigo a quick lead.
The visitors conceded the next two goals before Burns equalled the scores in the 55th minute.
But three more goals to the Bees ensured a hard-fought victory.
Burns, who won promotion to City's senior team earlier this month, leads all Bendigo players with three goals for the season.
A second half double from Caden Meeks helped Bendigo City to a morale boosting 2-0 win over Moreland Zebras FC in the under-16s.
Bendigo served notice that a win was just around the corner after a hard-fought 3-2 defeat against Sunshine George Cross the previous week and certainly delivered on that promise.
Meeks put City ahead with a goal in the 62nd minute and sealed the Zebras fate with his second two minutes later.
