A Victoria Police spokesman said the offending exhibitionist was arrested about 5.30pm in the CBD.
Police first received a call about a man wandering around the corner of Nicholson Street and Victoria Parade in East Melbourne without any clothes on, at about 5pm.
He's been taken to hospital for assessment.
A witness said he was walking around the intersection knocking on car windows.
