Traffic is blocked at the intersection while emergency services work to clear the scene.
The driver of the truck is uninjured.
Sergeant Tony Kekich said the section of road might be closed for some time.
"It could easily be a few hours," he said.
CFA firefighters on scene say this is about the third or fourth truck rollover in the area, with a hay truck rollover in December.
Sergeant Kekich stressed the need for people to drive with caution and to the road conditions.
“I wouldn’t class this as a black spot, no way,” he said.
“The roads are clearly marked, the roads are easily negotiable and accidents like this shouldn’t happen.”
He said the heavy articulated vehicle had been coming from the south of Strathfieldsaye Road and tried to negotiate the right bend into Axedale-Kimbolton Road.
Police said it was a single vehicle crash. The truck driver, a 22-year-old male, was the only occupant of the vehicle.
“We’ve conducted tests with the driver and they’re all clear,” Sergeant Kekich said.
The truck was loaded with 26 tonnes of lime, which spilled onto the nature strip.
Investigations into the cause of the crash are still ongoing.
Sergeant Kekich said it was possible the driver might have taken the turn too quickly, causing the truck to run out of control and tip over about 1.20pm.
“We’re still conducting our inquiries and we’ll be just surveying the scene and seeing what actually caused the accident, but the likelihood of injuries or somebody being killed was quite high,” Sergeant Kekich said.
“We’re just fortunate enough that he’s been able to climb out of the rig with no injuries.”
A small amount of diesel was spilled as a result of the incident.
