Campaspe Shire Council has been cleared of wrongdoing after a falling tree branch injured an elderly couple and killed their pet dog.
Worksafe Victoria this week declared no further action was required following the December incident in which the red river gum limb fell across a path in the Echuca Aquatic Reserve.
The two tourists were taking a morning walk at the time of the accident.
Campaspe chief executive officer Jason Russell said the council co-operated with Worksafe throughout the investigation and defended its tree maintenance processes.
"Council actively undertakes regular inspections of public areas and trims or removes trees as required," Mr Russell said.
"Whilst we take precautions and undertake regular inspections of public areas under our control, River Red Gums are particularly prone to dropping large branches at any time without warning."
