As six males aged between 17 and 19 were charged on Friday after the latest riots at the Malmsbury Youth Justice Centre, Opposition leader Matthew Guy flagged plans to overhaul the state's unique "dual-track" system if the Coalition wins office, while the government has also not ruled out possible changes as part of a broader rethink of the youth justice framework.

Under the dual-track system, some young people up to the age of 21 can avoid adult jail and instead be sentenced to youth detention if the court is convinced they have reasonable prospects of rehabilitation, and are particularly impressionable, immature, or likely to be subjected to undesirable influences.

But Mr Guy, whose party has repeatedly called for tougher sentences against young offenders, said on Friday: "We'll have a look at the dual-track system; it's fair to say it's something that should be reviewed."

The Liberal leader's comments came a day after six inmates armed themselves in one of the Malmsbury Youth Justice Centre's units, triggering a stand-off that only ended after police stormed the unit just after 6pm.

All six inmates, aged between 17 and 19, were charged with criminal damage, with four facing being sent into mainstream adult prison over their role in the latest riot to hit the state's beleaguered juvenile justice system.

The incident began after the inmates were asked to move to a different part of the centre, six refused,  arming themselves with metal poles. Staff quickly contained the inmates and the perimeter of the prison was never in danger of being compromised.

Minister for Families and Children Jenny Mikakos condemned the latest case as "disgraceful" and conceded that there were capacity issues in youth justice as a result of extensive damage at the hands of inmates at Parkville last year, which the government was addressing. But Mr Guy said the minister "needs to take responsibility and if she can't fix it, she needs to go".

Victoria's dual-track system has been in place for decades, but when asked on Friday if the government would make any changes, Ms Mikakos' spokesman said: "The government is reviewing the entire youth justice framework, which is 16 years old, to help us deal with this new type of violent offending."

Any plans to scrap the system could lead to a backlash by youth workers, human rights advocates and others who say the system is vital to ensure vulnerable young people don't end up in a cycle of crime.

"We don't want to risk throwing out programs or systems that have served Victoria very well over many decades," said Youthlaw advocacy officer Tiffany Overall.

Greens spokeswoman Nina Springle said the dual-track system should be maintained, but it also had to come with properly funded therapeutic programs and support.
