Grenfell earned the accolade during a hectic weekend of individual and teams competitions at Bendigo's Wellsford Rifle Range.
The win was the Bendigo Rifle Club shooter's fourth in a row.
The junior title was won by Marong Rifle Club's Blade Lacey.
Grenfell joined with Greg Tomorad, John Kiefer, Malcolm Bennett and Brad Sandlant to win the target rifle five-person team event.
Saturday was devoted to the F class champion of champions events and target rifle teams, all shooting at each of 600, 700 and 900 yards.
Conditions were gentle for the first range, 600 yards, but then became very tricky for the coaches at the longer ranges.
Sunday was the turn of the target rifle champions and F class teams.
Again Wellsford lived up to its reputation of being a very challenging Range.
Added to this was the concern that the rain would arrive before all matches were finished.
F Class champion of champions winners were shared across the State.
They included Don Laughton (Gippsland DRA), in F-TR, Max Groves (Goulburn Valley DRA) F open, and John Eland (Metropolitan DRA) F standard.
The F standard Junior sash was awarded to Liam Hall of South Bendigo Rifle Club.
The teams events were hard fought with Ovens and Murray District Rifle Association and Gippsland District Rifle Association both winning two events.
