Cr Chapman will again stand in the ward of Lockwood, which she has represented for the past four years.
A statement on her campaign Facebook page said she was “dissatisfied with the performance of council” and its use of ratepayer funds.
“We need to better support our Lockwood ward people, families, communities, local businesses, clubs and organisations,” she said in the statement.
She also lists regular ward meetings and opposition to a rate rise among her election commitments.
Earlier in 2016, Cr Chapman announced she would vie for one of Victoria’s 12 federal senate seats as part of Pauline Hanson’s One Nation Party.
She later withdrew, citing “personal reasons”.
On Tuesday morning, Cr Chapman was not yet named on the Victorian Electoral Commission’s list of nominated candidates, but among those already listed is Julie Hoskin, who led community opposition to the construction of a mosque in the City of Greater Bendigo.
The mosque project was also opposed by Cr Chapman.
Ms Hoskin will run for election in Whipstick ward, also to be contested by sitting councillors Peter Cox and James Williams.
