While nowhere near as common as Melbourne, police have noticed an increase in reports of people begging in Bendigo, particularly in front of the CBD Coles and in Hargreaves Mall.

Sergeant Matt Hunt said while some might be facing genuine hardship, there were others he described as “opportunists”.

“Our aim is to find out why they are begging, and to separate the opportunists from people who are struggling to find a home or some food,” he said.

“We want to deter these opportunists, and then assist those who legitimately need help, engaging them to help find the support they need.

“But we need people to tell us when they see someone begging.”

Sergeant Hunt said helping police get in touch with beggars would both help them get support, while also ensuring people can go about their shopping “without being hassled”.

Once police get in touch with someone asking for money on the street, they would be provided with advice about the kind of food and housing support that exists in Bendigo.

If their need is not found to be genuine, they could face charges – a measure Sergeant Hunt described as a “last resort”.

Captain Craig Wood, who works as the mission resources secretary for the Salvation Army in Northern Victoria, said begging on the street was a “growing trend” in Victoria.

“Obviously it’s nothing compared to what occurs in Melbourne, but there is a growing trend among many to beg,” he said.

“If people encounter a beggar in Bendigo, I would encourage people to let them know about the support they can receive from their local Salvation Army.

“Be compassionate, but understand that just giving a little bit of money isn’t the only way to help.”

The Salvation Army can offer emergency food relief, as well as advice on housing support and financial counselling.

They can also refer people on to other relevant services for support with mental health and drug and alcohol issues.
