Emergency services were called to Station Street, Epsom, about 7.21am.
Bendigo Highway Patrol Leading Senior Constable Todd Deary said a silver Toyota Yaris, heading north along Station Street, and a blue Holden ute heading south collided.
“There have been cars parked along the side of the road legally but unfortunately they do take up a bit of the road,” he said.
He said both drivers had presumed the other would stop.
”So they’ve basically gone at the same time and met in the middle,” Leading Senior Constable Deary said.
The driver of the Yaris was transported to Bendigo Health for a checkup.
“I think she’s going to be okay, she might have a few minor injuries,” Leading Senior Constable Deary said.
“The driver of the ute is okay – he’s gone to work.”
A passenger in the Yaris was also transported to hospital for observation, with minor injuries.
“I’m not sure any charges will be appropriate – we’re unable to establish at this stage whose fault it is,” Leading Senior Constable Deary said.
“They were just trying to avoid parked cars that have been legally parked.
“Really, I suppose one should have waited for the other… it was just a bit of inexperience, they’re both young people.
“Older drivers are a bit more courteous, they both would have waited, someone would have probably signaled.”
