The New Zealander outlasted a crack 16-player field at the Bendigo Squash Centre last week.
Williams was joined as champion by Egyptian Hana Ramadan, who won the women's open crown.
It was Bendigo's second consecutive year hosting the the PSA/WSA international event, which carries $5000 in prize money in both the men's and women's draw.
The tournament coincides with the Bendigo Open, with winners crowned in eight divisions.
Bendigo's Aaron Gilis won division eight, while his club mate David Malone was runner-up in division two.
Bendigo Squash Club president Russell McLean said about 180 players participated in the international and graded events, double that of the previous year.
“We think those increased player numbers are a real success story for the club,” he said.
“It’s the biggest we’ve seen in years at a Victorian level for a number of years.
The tournament received a boost with a visit from Australia’s four-time world champion Geoff Hunt, widely regarded as one of greatest squash players in history.
Hunt was ranked number one in the world from 1975-80 and won world titles in 1976, ‘77, ‘79 and ‘80, forging an unforgettable rivalry with Pakistan squash ace Jahangir Khan.
