A white Kia and a grey hatchback were involved in the collision, opposite the lake on Napier Street.
Victoria Police, Country Fire Authority, Ambulance Victoria and the Australian Army are on scene.
Army personnel are directing traffic while CFA crews clear the road of debris.
Traffic has slowed through area but there are no detours in place.
A police spokesman said there were no injuries resulting from the crash and that an on-the-spot fine had been issued to the offending driver.
