Racing for Drapac Professional Cycling, Norris powered to the top of the general classification after yesterday’s 101.2km stage from Hagley to Great Lake.
The 25-year-old celebrated his first victory in the lucrative Scody Cup series.
On Wednesday, Norris played a key role as team-mate Darren Lapthorne won the New Norfolk to Lake Pedder stage in the Undergound Mining-backed tour.
But yesterday it was the turn from the star from near Castlemaine to shine on the run to Great Lake, which featured two category one climbs.
Norris also leads in the race for the Norske Skog King of the Mountains crown.
“There’s a lot of hard racing ahead,” Norris said of the next three days.
Today’s racing is a 36km criterium at Ulverstone before riders race 78km to Penguin.
