Herbert looked set for a top 15 finish when he birdied the 10th hole in the final round to be two-under for the day and eight-under for the tournament.
However, bogeys on the 11th and 12th holes, followed by a double-bogey on the par-four 13th, saw Herbert fall down the leaderboard.
He bogeyed the par-five 18th hole to finish three-over par for the day and three-under par for the tournament.
On Saturday, Herbert fired a superb four-under par 68 to put himself in contention.
It wasn’t such a good day for Kris Mueck, who missed the third round cut.
Mueck had started the third round in a good position at five-under par, but a three-over par 75 saw him slip to two-under for the tournament, one shot outside the cut line.
New Zealander Michael Long won the Open on the first play-off hole from Matthew Millar.
