After being sent into bat at Fawkner Park, Victoria made 5-188 off its 20 overs.
Coming in late in the innings, Sheehan was bowled for a duck.
In reply, South Australia made 185.
Victoria also won the 40/40 final against Queensland earlier in the championships.
“It has been a fantastic couple of weeks and great to be part of two winning sides for Victoria,” Sheehan said.
Sheehan will now turn his attention to representing Australia against England in Adelaide in the Blind Ashes Series from January 22.
