The man was seen yelling and waving his fists as he was placed into the police car before 11am on Thursday.
A police spokesperson on the scene said the man was “behaving erratically” and was a possible suspect for a theft.
Spokesperson for V/Line Ebony Jordan said staff contacted police “to assist with an unruly customer” on board the 10:30am Bendigo to Southern Cross service.
“The train was held at Bendigo Station until police arrived, which meant it was about 15 minutes late departing,” Ms Jordan said in a statement.
“The safety of our staff and customers is our number one priority and we are currently assisting police with their investigation.”
Police said the man was “totally unco-operative” and resisted arrest.
It is believed no one was harmed in the incident, but some passengers may have been shaken by the man’s verbal abuse.
It is unclear what transpired on the train journey and V/Line have been contacted for further comment.
The man remains in custody pending inquiries.
