The baffling Victoria Government Gazette document, dated July 31 this year, saw Liberal MP Matthew Guy question Premier Daniel Andrews during question time.
In fact, Ms Allan has not resigned and the document is a standard government procedure.
Here’s how it happened:
Last week, the Victorian Goverment was embroiled in scandal when former Small Business Minister Adem Somyurek was forced to resign over bullying allegations from his former chief of staff.
In the meantime, Ms Allan stepped into an acting role as Minister for Small Business, Innovation and Trade. She was temporarily sworn in until a permanent minister could be appointed.
For Philip Dalidakis MLC to officially take over the reigns, Ms Allan had to resign the acting position.
Ms Allan has not resigned from her own portfolio and she remains Minister for Public Transport and Employment.
Earlier on Wednesday, the Premier joined with Ms Allan to announce that tunneling underground would be the next step for the Melbourne Metro Rail Project.
